Development Potential & Residential Lot Split Appraisals

Residential Land Valuation | Lot Split Potential | Highest & Best Use Analysis

What can the property reasonably accommodate? What restrictions influence its potential? And perhaps most importantly, what does the real estate market recognize as valuable?

Gatsby Appraisal provides independent residential property valuations and highest and best use analysis throughout Los Angeles and Ventura Counties. Our research-driven approach examines the relationship between a property's existing characteristics, potential uses, and market-supported value.

Before you sell, purchase, divide, or develop, understand the property you're working with—and the opportunities the market may recognize.

Your Property Has a Past. What About Its Potential?

Sometimes the greatest value of a property isn't immediately apparent.

A substantial backyard, an unusually configured parcel, or an inherited property with excess land may present opportunities beyond its current use. But understanding those possibilities requires more than measuring the lot or reviewing a zoning designation.

We investigate the characteristics that matter, including:

  • Lot configuration and utility: Shape, dimensions, topography, access, and the usability of the available land.

  • Zoning and land-use regulations: Permitted residential uses, density considerations, setbacks, and applicable development provisions.

  • Easements and recorded restrictions: Limitations that may affect access, construction, parcel configuration, or the use of particular areas.

  • Existing improvements: The location, condition, and contribution of structures that may influence future alternatives.

  • Market conditions: How buyers respond to similar properties, including those with additional land utility or recognized development potential.

  • Highest and best use: The reasonably probable use of the property that is legally permissible, physically possible, financially feasible, and maximally productive.

The objective isn't to identify every imaginable use.

It's to distinguish realistic opportunities from assumptions—and understand their influence on the property's value.

THE PROPERTY YOU HAVE

The Land You Own. The Possibilities You See.

A larger lot doesn't automatically mean greater development potential. And a smaller lot doesn't necessarily mean fewer opportunities.

Every property has its own combination of physical characteristics, legal restrictions, and market influences.

Two residential properties with identical lot sizes can have substantially different development possibilities—and different market values.

Looking Beyond the Zoning Map

Gatsby Appraisal examines applicable public records, zoning information, property characteristics, and available jurisdictional resources to identify factors relevant to residential land valuation.

Where appropriate, our research may include inquiries with city or county departments concerning applicable land-use provisions.

Our analysis considers how reasonably probable development opportunities may influence the property's highest and best use and market value.

An opportunity identified in legislation is only the beginning. Its applicability, feasibility, and value must still be examined.

Formal determinations regarding subdivision eligibility, development approval, engineering, and permitting remain with the appropriate authorities and licensed professionals.

CAN YOUR PROPERTY BE DIVIDED?

One Property Today. More Possibilities Tomorrow.

Understanding Residential Lot Splits and California's Changing Development Landscape

California's evolving housing legislation has introduced new possibilities for certain residential properties.

SB 9 urban lot splits, accessory dwelling units, and other residential infill provisions have changed the conversations surrounding land use and housing development.

But legislation alone doesn't establish a property's eligibility—or guarantee that a proposed division will be practical or financially worthwhile.

A parcel may appear suitable for division based on its size while presenting substantial complications involving access, easements, existing structures, topography, or local development requirements.

Conversely, a property whose development potential has been overlooked may possess characteristics that deserve closer investigation.

We Follow the Market Evidence.

Gatsby Appraisal evaluates comparable property sales and relevant market participant behavior to understand how buyers recognize and price additional land utility and development opportunities.

Depending on the property and available evidence, our analysis may consider:

Properties With Similar Potential

Sales of residential properties offering comparable land characteristics, utility, and reasonably probable alternative uses.

Differences in Land Utility

How access, configuration, topography, easements, and the location of existing improvements influence marketability and value.

Existing Use Versus Alternative Use

Whether the property's current residential use or another reasonably probable use represents its highest and best use.

Market Recognition of Development Opportunities

Whether comparable transactions demonstrate additional value attributable to development potential—and the extent to which that contribution can be supported.

The Difference Is in the Analysis.

A property is not necessarily worth the combined hypothetical selling prices of everything that might someday be constructed upon it.

Value must reflect the property rights being appraised, the conditions of the valuation, and the behavior of the relevant market.

Our objective is to provide a credible, well-documented opinion of value—not to manufacture additional value from speculative possibilities.

DEVELOPMENT POTENTIAL & MARKET VALUE

Potential Creates Interest. The Market Determines Value.

What a property might accommodate and what someone will pay for that possibility are two different questions.

An oversized residential parcel may attract buyers interested in constructing an additional residence, creating a separate parcel, or pursuing another permissible residential use.

But development potential does not automatically translate into a corresponding increase in market value.

Buyers consider more than what might eventually be constructed.

They also consider the uncertainty of approvals, existing site conditions, the time and expense associated with pursuing an alternative use, and the desirability of the resulting property.

These considerations can influence how much a purchaser is willing to pay today.

For Homeowners

You've lived on the property for years. Perhaps an agent, neighbor, or contractor has suggested that your land could be divided or developed.

Before committing to an expensive project—or selling without investigating the possibility—understanding the property's market position can help you evaluate your options.

For Heirs, Trustees & Estate Representatives

An inherited residential property may contain land with utility beyond its existing improvements.

Understanding its highest and best use and current market value can provide important information when evaluating a sale, distribution, or potential alternative use.

For Buyers & Residential Investors

An appealing parcel may be advertised with development possibilities that have not been independently investigated.

A professional appraisal can help distinguish market-supported value from assumptions about future opportunities before significant capital is committed.

For Property Owners Considering a Lot Split

The possibility of creating an additional residential parcel raises questions about land utility, access, existing improvements, and the value of the property in its current configuration.

Understanding the existing property's market value and relevant development considerations can provide a useful foundation for deciding whether to pursue further professional feasibility studies.

For Attorneys & Fiduciaries

Properties with unusual land characteristics or potential alternative uses may require additional consideration in estate, divorce, partition, and other valuation matters.

Our independent residential appraisal services provide documented analysis appropriate to the intended use and agreed assignment scope.

An Informed Decision Begins With Understanding What You Own.

Whether the objective is to sell, retain, improve, or investigate an alternative residential use, an independent valuation can help establish a reliable starting point.

The Right Information Can Change the Decision.

Different owners. Different objectives. One essential question:

What does the property support?

Our objective is to ensure that clients understand the appropriate valuation services for their particular property and intended use.

Whether your property requires a residential land appraisal, additional development feasibility research, or a more comprehensive subdivision valuation, we can help identify the appropriate next step.

Professional boundaries should never become a barrier to finding the right expertise.

WHEN THE PROJECT REQUIRES MORE

The Right Expertise for the Right Assignment.

Residential valuation is our specialty. Knowing when additional expertise is required is part of our professional responsibility.

Gatsby Appraisal is led by a California Certified Residential Appraiser with extensive experience evaluating residential properties, complex land characteristics, and highest and best use considerations.

Certain development and subdivision assignments fall outside the scope of a Certified Residential appraisal license, particularly when a comprehensive subdivision development appraisal is required.

For those assignments, Gatsby Appraisal maintains a professional relationship with a California Certified General Appraiser and can provide a referral when the proposed work requires that credential.

We Investigate Before We Conclude.

With real estate experience dating to 2003 and thousands of completed assignments, Gatsby Appraisal brings extensive knowledge of residential property transactions, market behavior, and valuation challenges.

Our reports are developed to communicate not only an opinion of value, but the reasoning and evidence supporting that conclusion.

WHY GATSBY APPRAISAL?

More Than Two Decades of Residential Valuation Experience in Los Angeles and Ventura Counties

Since 2003, Gatsby Appraisal has completed more than 5,000 residential appraisal assignments across a remarkably diverse range of properties and market conditions.

Our experience includes properties with substantial acreage, unusual configurations, hillside terrain, complex easements, atypical improvements, and characteristics that require considerably more investigation than a conventional residential appraisal.

We understand that the market does not treat every square foot of land equally.

A property's utility, accessibility, legal limitations, existing improvements, and potential alternative uses can all influence its competitive position.

FREQUENTLY ASKED QUESTIONS

Questions Worth Asking Before You Spend Money.

Can an appraiser tell me whether my property can be subdivided?

An appraisal can examine relevant property characteristics and land-use information as part of a highest and best use analysis. However, a formal determination of subdivision eligibility or project approval must come from the applicable jurisdiction and appropriate land-use professionals.

Does SB 9 mean I can divide my property?

Not necessarily. California SB 9 provides a process for qualifying urban lot splits, generally allowing one eligible parcel to be divided into two parcels, subject to statutory and applicable local requirements. Eligibility depends on the property's circumstances.

Gatsby Appraisal can consider relevant SB 9 provisions as part of an appropriate residential valuation assignment.

Can development potential increase my property's market value?

Yes, when that potential is reasonably probable and recognized by market participants.

The extent of any additional value depends on the property's specific characteristics, applicable limitations, economic considerations, and available market evidence.

Can you appraise my property before I decide whether to pursue a lot split?

Yes. Gatsby Appraisal provides qualifying residential property and land appraisals that can help establish an independent opinion of current market value while considering relevant highest and best use factors.

The appropriate assignment scope is determined after reviewing the property and the client's intended use.

Can you appraise the proposed subdivision?

It depends on the assignment.

Certain residential land valuation assignments fall within the scope of a Certified Residential Appraiser. Subdivision assignments requiring a development appraisal may require a Certified General Appraiser.

When an assignment exceeds our licensing scope, we can provide a referral to a Certified General associate.

Do I need plans or a survey before contacting Gatsby?

Not necessarily. A property address and a description of what you are considering are usually enough to begin discussing the appropriate service.

Existing surveys, title reports, plans, or correspondence with planning departments may be useful if available.

What areas does Gatsby Appraisal serve?

Gatsby Appraisal provides residential appraisal services throughout Los Angeles and Ventura Counties, including Granada Hills, Northridge, Porter Ranch, Chatsworth, Encino, Sherman Oaks, the San Fernando Valley, and surrounding communities.
